State character designs are completely up to the user. Since there are no official State-tans, you do not have to comply with any previously-done fanart of your character. Though you can. If you want to.

So here's the new official "rule" on use of countries!

Obviously, nation-tans are allowed. However, the new rule regulates what countries can be made:

One can only be a nation-tan if there will be state-tans coming from that country.

For example, Mexico's got some states/territories/whatever. We need to encourage people to use those in order for Mexico to be in compliance with the rule. (Grandfather Clause says you're safe, though, dear.)

If, say, we didn't already have Yorkshire, there would not be access to the character of the UK. There needs to be at least one state from each nation-tan in order for that nation to be played.

What if you don't know anyone to play as a state-tan for you in order to let you be a nation-tan? You CAN be both a state and a nation (but not two states, or two nations). So there's not much reason, save general slothness, that you cannot be a nation-tan. It just requires a little more effort.

I'm still going to encourage Western Hemisphere nations and states right now, since we're all close together, but obviously this opens up ANY nation to play.



If you have a problem, such as a nation-tan that somehow has no states/provinces/etc, please consult me on a case-by-case basis!
